I'm also experiencing this bug on Ubuntu 9.10 with kernel 2.6.31-16-generic, using a standard PS/2 keyboard via USB adapter. Can attach system logs etc if wanted. Unplugging and replugging the keyboard usually sorts it, but it's a bit annoying!
