It does say the fix is in jaunty-proposed. It would probably be a backport now, but you can use Software Sources to enable "proposed" and the update program might fix it.
With the added udev rule, what is the full output line from "ls /dev/rfcomm"? Also did you try "sudo ps ax | grep rfcomm"?
