Yes, and since GUI is basically just a set of userspace processes on Linux (Xorg, WM, etc), it suffers just like other processes which should be highly prioritized because of their interactive nature. Linux has had this problem for ages, and it was even worse back in the 2.4-kernel-days. But somehow I feel that this has regressed again in recent kernel versions. Might be altered scheduler heuristics for how to prioritize, I don't know. But a desktop-focused Linux should be snappy and responsive, even under load, and Karmic isn't.
