Furthermore, the media hotkeys do not work, similar problems to #199888.

The file /etc/modprobe.d/toshiba_acpi.modprob does not exist, nor does
/proc/acpi/toshiba.

It might be a possibility that the kernel fails to recognise it as a Toshiba 
Satellite M70 and thinks it is some other Toshiba model instead?
