I agree this is only a workaround. This category of error is often due to a
network error, memory corruption, disk failure, ... and result in corrupted
files on the filesystem. This is a known fact and can hardly be fixed. It
could, at best, be handled by the package manager. But there is not much we can
do.
However, i'm closing this report because you've worked around. Don't hesitate
to submit any new bug.
