It is reproducible. Specific steps:
1. Launch empathy. It will bring up a wizard offering to create an account. 2. Press cancel. The contact list entry will appear in the window list and the window picker. 3. Close the contact list window. Now the entry is gone as it should be. 4. Launch empathy from the Ubuntu menu. It will bring up the wizard again. Press cancel. 5. Note that the contact list window appears on screen, but not in the Window Picker applet, or in the Window List applet. Optional: 6. Launch Empathy from indicator-applet.
