Public bug reported:

Binary package hint: net-tools

In net-tools, there is a bit of code at netstat.c, function
tcp_do_one(), line 763 that sets rxq=0L for sockets in the LISTEN state.

However, this value (as obtained from /proc/net/tcp or /proc/net/tcp6,
as applicable) is quite useful because it tells us the number of
connections waiting in the accept queue for this socket.

If the upstream sources don't fix it, let's provide a vendor patch that
does.

** Affects: net-tools (Ubuntu)
     Importance: Undecided
         Status: New
