I tried three subsequent tests from Gparted in my Lucid testing install,
just trying to format to ext 4, deleting and recreating, etc. with the
same error message:

"create new ext4 file system 00:00:02 ( ERROR )

mkfs.ext4 -j -O extent -L "" /dev/sda17

mke2fs 1.41.9 (22-Aug-2009)
Could not stat /dev/sda17 --- No such file or directory

The device apparently does not exist; did you specify it correctly?"

So I then booted into Jaunty and formatted to ext4 with no errors:

So I believe that confirms this, but I'll continue to try other tests,
re: deleting, resizing, etc.
