More description on the bug: (I am using HP dv4-1540us.) Here's the typical scenario when this bug almost always affects the panel -- After removing AC power, I close the laptop lid (to suspend the OS) and then open the lid again after some time. That is when the power icon starts showing "on AC power" and refuses to detect the battery. In fact, the "battery" tab disappears from the Power management options.
