I've just updated my 10.04 alpha and the problem went away. It seems the daily update has some kind of fix for this bug.
Cpu usage levels are normal 0-1% (against 10-20% before), when the computer rests. udev functionality is ok too as udevadm monitor doesn't report a loop.
