OK, I've come back to this and now my Skypephone works with kernel 2.6.31-15. Once I've plugged in my Skypephone what I have to do is click on the speaker icon on the top panel and select the Philips VOIP Skypephone as the sound device for Input and Output and also turn up the volume for each. I can then successfully make a call. Within the Skype Options screen, the only device available is Pulse Audio Server but that's OK. So this bug can be marked as FIXED.
