I had the issue of audio lag with Skype; pulseaudio 1:0.9.19-0ubuntu4.1 Upgraded Skype to the latest version, 2.1.0.81, and my lag is gone. It may be worthwhile for those experiencing the problem to upgrade Skype before trying to install the latest pulseaudio.
