Chris, you are expected to manually install TeX languages you need, or texlive-lang-all package if you want them all. There's no way for the system to know which languages you need, so for default installation alternatives are to install all or none of them. Installing all would probably be an overkill. texlive-lang-de doesn't even exist, there is texlive-lang-german.
Re comment #1, this is a separate issue that only manifests in Ubuntu 10.04, I'm working on a fix.
