I agree, it should toggle depending on the state of the selected
clients.  Specifically, it makes more sense to have a toggle button that
says: "Lock" when the clients selected are in the unlocked state, and
"Unlock" when the clients selected are in the locked state.  The button
shouldn't say, "Lock All" as it isn't clear whether that means: "Lock
all clients in the active classroom" or "Lock all selected clients".
Ideally, it would say, "Lock All" if no clients were selected and none
were in the locked state, and "Unlock All" if all clients were locked
and none selected.
