This is a strange little bug and it happened in RC1 as well. Whenever I
try to resize the panels, the minute I release the mouse button they go
back to their original place. I tried turning off the "lock panels"
option and I get the same result. The only way I found to get the panels
to stay put was to .. trick them I guess. I found if I resized the panel
how I wanted, then, while still holding the left mouse button down,
right-clicked, then clicked the "lock panels" button (usually un-
checking it in the process), the window would stay put. However, if you
tried to resize it normally afterward, it would go back to it's original
position (prior to me resizing in the first place).

I did come across a threat on the forums asking about this as well so I
know it's not just me.
