This is by design, but at the same time there is no real way to solve
this at the moment. The volume settings for the login screen and the
user session are stored separately. What really needs to happen is to
allow the user to adjust the volume for the sounds at the login screen,
and this would probably have to be done on the login screen itself.
I am not sure whether anybody responsible for the UI of the lgin screen
will accept this, but I'll see about getting the volume control
displayed on the login screen to allow adjustments.
