Public bug reported:

Binary package hint: update-manager

The update-manger brings up itself at start time (or shortly after the
start), but at this time some startup-applications are running and it is
a bad time for me (especially at work). It will be fine for others, so
let this.

Additionally the update manager should remind the user if he/she logs-
out or shuts-down, because at this time all applications are closed -
may be I am waiting, because the backup is runnung, so it is a good time
for me.

So please notify the user about available updates at logout/shutdown.
