I have a similar problem on my Toshiba P100 (model PSPA6A-02N021, 4.7 BIOS).
Suspending the PC seems to work - everything turns off, battery light start 
blinking to indicate stand-by just like it does in Windows.
If I press power button to wake PC up (keyboard, mouse does to wake PC, just 
like Windows), everything turns on, but the screen remains black.
I have to do a hard power-off (holding in the power button for 5 sec or so) to 
shut down PC.
It would be great if this was fixed. It's the last bug that is stopping me 
using Ubuntu as primary OS.
