Basically I found that in the SCIM Global Setup I had Shift-Control-KeyRelease-Shift_L, Shift-Control-KeyRelease-Shift_R, Shift-Control-KeyRelease-Control_L, and Shift-Control-KeyRelease-Control_R defined. Removing these stops the Control-Shift trigger.
