Is this the right place to report that I also see this problem? I see notes that it has been reported upstream, but I don't see any link to where I could comment.
I've been experiencing this problem regularly. I have a non-expanded bottom panel, with desktop effects enabled, and multiple desktops. The window list often stops updating, sometimes on one desktop, sometimes on a couple. The workaround I've been using is to switch to a desktop with a non- frozen window list.
