Public bug reported:

Binary package hint: ubuntu-docs

I went threw the not so user friendly steps of installing a modem driver in
karmic.
But when i launch Network and get to the mentioned line:

Choose <guilabel>Serial Modem</guilabel> from the <guilabel>Connection
Type</guilabel> drop down.

The drop down is blank and i was not able to get the modem working using
Network (gnome-network-admin).
Gnome-ppp seams to work (i don't own a telefon line, but it detects the modem
and makes dialing sounds, neither of witch is possible on my desktop with no
modem).
scanModem also seams to report that the modem is now installed properly.

I would advice that the modem section is rewritten to use Gnome-ppp
instead.

Also unrelated to the docs i would sugest that some of the files needed
to install a modem be included on the CD, especialy Gnome-ppp, better
tools then scanModem should also be developed.
