Thanks for talking time to report this bug and help make ubuntu better.
Can you please try to remove all accounts in empathy and then remove
~/.config/Empathy ~/.gconf/empathy ~/.mission-control and then reboot
and try to add the irc account if that does not help can you please try
to install the latest version of empathy from this ppa
https://launchpad.net/~telepathy/+archive/ppa and see if that solves the
problem for you. If that dont work either please open empathy and when
you are not able to connect to the irc open debug window in empathy from
help>Debug and select IDLE there and save the log to an output file and
link it here so that we can take a look at what is causing the problem.
