Wireless connects to wrong network on Bootup

Wireless connects to the wrong network on boot up. It's supposed to
connect to the last successfully connected network by default. My guess
is that the Wireless app times out before my network has a chance to
register its presence, so it moves on to connect to any other network
already registered because it happens to register faster (my
neighbor's). This is an intrinsic race condition of the wireless
registration process.

The Fix:
Make these changes to Network App:
(1) be able to set timeout value used by wireless app to wait for default 
network to register
(2) be able to designate each registered network as "Banned" or "Ok to Connect"
(3) add another wireless tab to Network App which lists Banned networks (the 
other will show Ok networks)
(4) be able to choose either "Banned" or "Ok" as default status for any network 
trying to register to my computer for the first time
(5) Fix this flaw: "Automatically Connect" cannot be turned off on secure 
networks without a password (it's grayed out). That means I cannot prevent my 
neighbor's network from competing with my own for connection since I don't know 
the password. Reverse the default. Also, get rid of the grayed out mode so I 
can change the "Automatically Connect" flag without needing a password.
