Been researching this issue for a day and a half now. I was having exact problem described above. nm-vpnc would connect only one time....restarting nm-applet allows reconnect.
I just wanted to confirm that upgrading network-manager & network- manager-vpnc to 0.8~rc4~git from trunk resolved it for me. Thanks Mathieu.
