The trick given in the bug you point to works in apt-cacher's case as well: in /etc/apt/apt.conf, change the line: Acquire::http::Proxy "false"; to: Acquire::::Proxy "false";
All my machines so far had been upgraded from Breezy and hence did not show the problem.
