I tried with live cd and obtained the same output that empathy status dropdown 
is disabled and the notification-status-applet is also disabled. And it is same 
for any accounts like Yahoo or Gmail.
Empathy is not triggering the notification-status-applet to enable the status 
change option. But pidgin does. So I tried a method. I've deleted all the 
accounts in pidgin and started
Whenever the system starts up pidgin asks to create a new account. I closes it 
and chooses notification-status-applet "available"; all are fine. If pidgin is 
not running in background the notification-status-applet will disable itself.
