1) compat level 4 *is* deprecated. That said, we try not to deviate from Debian for packages maintained in Debian except as required to fix specific bugs. Minor changes in order to "improve" the packaging are especially uninteresting, as they may require merging *every* cycle in the future for no significant end-user benefit. If you actually want to improve the state of the packaging, it would be better to coordinate directly with the Debian Maintainers to do so.
2) Reading those build logs, it appears to have failed when installing specific files, It's worth investigating why those files are no longer present: it may be an issue of some sort with the build. I suspect you'll either want to change the source to ensure the files are built, or change specific individual lines in the install files to not attempt to install them very build. Also, with the complete removal of these files, have you verified that the contents of the provided packages do not differ? 3) No worries. Just read the control file carefully.
