The original problem, with the same symptoms, still exists in Kubuntu
Dapper 6.06 with both default (generic) and k8 kernels. I don't include
/proc/cpuinfo as this is the same CPU as the original problem report.
Package version info follows:

For the record: Workaround is disabling /etc/init.d/powernowd with:
chmod -x /etc/init.d/powernowd
