Just a note to add that this affects translated desktop entries as well.
After a quick chat with seb128 and pitti on #ubuntu-desktop, I'm adding
the comment here:

* There was a bug in glib that prevented X-GNOME-FullName translations to be
loaded in desktop entries
* The bug was fixed during the Lucid Platform sprint
* On Lucid upgrades or installations done prior to the fix, the following needs
to be run, otherwise translations are not loaded for the desktop entries using
X-GNOME-FullName:
  sudo rm /usr/share/applications/desktop*cache
  gnome-panel --replace
* Apparently the cache does not have the translated value there for
X-GNOME-FullName

I'm also adding an ubuntu-translations task to keep an eye on it in case
translators or users with a non-English US desktop have questions.
