Since then I am using a newer laptop. On this new laptop I can run either the radeon free driver or the fglrx proprietary driver since both drivers support the Mobility Radeon HD 3650 included in this new laptop. With the fglrx driver and its dynamic frequency adjustment the laptop can run twice longer on battery (4h instead of 2h). Therefore I propose that the importance of this bug should be raised.
