FIXED

The problem was not in upstart after all, but the following...

1) I ran update-pciids that saved pciids with wrong permissions (only readable 
by root, maybe it depends on the umask)
2) When run from upstart hald cannot read the pciids and segfaults

So we actually have 2 bugs:

- one in update-pciids that should always save the pciids with the right
permissions

- one in hald that should not segfault but merely say that it cannot
read the pciids.
