It looks that the problem is being caused by one of the plasma widgets I use, although I have not been able to pinpoint it.
The problem is caused when there is little or no connectivity for some other, external reason. When I logged in to KDE as another user and with different desktop setup (and widgets), everything seemed to work. For ter moment let us consider the issue closed.
