After some investigation, I've come to the conclusion that the issues are not 
with the empty strings in debconf and hence this report should be closed again. 
Rather, there are two separate issues for one of which I might file another 
report:
* MySQL itself doesn't treat the empty string correctly for its database 
superuser password setting.
* dbconfig-common by default doesn't save the administrative password and hence 
keeps on asking.
