For me its possible to send "åäöÅÄÖ" with empathy, but when an ICQ- friend send me a message with these letters I get the message with ÅÄÖ replaced with "?" and followed by an error message:
"(There was an error receiving this message. Either you and xxxxxxx have different encodings selected, or xxxxxxx has a buggy client.)"
