Looking at the upstream translations (http://websvn.kde.org/trunk/l10n- kde4/uk/messages/playground-sysadmin/kpackagekit.po?view=log), it definitely contains Ukrainian strings, and always did so. What went wrong is probably the tarball generation, you might want to talk to KPackageKit authors directly (I don't know where do you fetch your tarballs from).
