Who said anything about relying on it? Not me. Let's just look at this
slowly and carefully.

1. New users need the most help.
2. New users _don't_ alter their setup, so the USER-AGENT is whatever the 
distro set it to.

therefore:

1. USER-AGENT provides useful information on what the most important visitors 
to h.u.c are almost certainly running, and this can be used to provide a _hint_ 
for them.
2. No-one said anything about the front page losing all the other links.

What I'm thinking is:

This site is where you can find the official documentation developed and
maintained by the Ubuntu Documentation Project.
