Transmission is supposed to show this dialong only on the first run. It then stores the fact that the user has accepted terms in the $HOME/.config/transmission/settings.json (or another directory if you have changed $XDG_CONFIG_DIR) as "user-has-given-informed-consent": true key-value pair. Can you check if the settings.json file exists, is non-empty and have the aforementioned entry?
