Why should the user have to go through gconf-editor to change this?
Average user doesn't know about gconf-editor, and certainly doesn't know
what key to modify.

I'm not opposed to this kind of change, but it should be changable from
the Settings|Appearance panel, which is the natural place for this kind
of thing. You should be able to set the orientation and ordering of the
frame controls in the same place that you set the size of the mouse
cursor, that is, it should be theme-dependant.
