You don't have libmimic, so you can't send or receive webcam(I'm using Ubuntu
8.4)
As we can undrestand from the Tittle of this thread, i Can not activate my
web-cam to chat with x-y .
Any way,I did use the command

sudo apt-get install python-dev
Then,and when I tried to install the python-libmimic using the command
sudo apt-get install python-libmimic
Here what the system do:
