Sorry for the late reply... I've been tied up with other things. You can edit these "POT" files with just a text editor. Once you have translated all the files, I suggest getting in touch with KDE's Slovenian internatiolization team: http://l10n.kde.org/team-infos.php?teamcode=sl They should be able to direct you further on how to submit your work to the KDE project.
