Problem:
Gnome-panel goes to infinite loop --> panels stop working.

Expected result:
Another top panel below default top panel with autohide property (more room for 
items).
Or error message about invalid configuration.

Steps to reproduce problem:
1. Create new panel.
2. Set panel orientation to top (while there is already default panels top and 
bottom) and check autohide.

Way to fix infinite looping:
1. Open terminal.
2. Launch gconf-editor and remove just added panel from /apps/panel/toplevels.
3. Kill gnome-panel
