As Kai Jauch has pointed out, this appears to be the new behavior associated with Windows 7, and the BIOS is just throwing key codes to match. Thus, gnome needs to handle the proper interpretation of the key presses. I don't know exactly what package in gnome handles the key codes, but gnome-settings-daemon looks like it's close to the action.
