In my case it happens with Canadian keyboard layout in ubuntu 10.04
beta1 LiveCD

  Binary package hint: ubiquity
  
  When (in step 4 - keyboard layout) I select "guess keymap" the settings
  are only used on this page, they are already lost in step 6 (who are
  you) AND they are not applied to the installed system either.
  
  Selecting "choose  your own" works fine throughout installation and in
  the installed system
  
  I used "german, eliminate dead keys", a screenshot of the dialogue is
  attached

+ Steps to reproduce :
+ (Have a keyboard other than USA)
+ 1. Start Ubuntu 10.04 beta1 LiveCD.
+ 2. Keep english as the default language, and click Install Ubuntu.
+ 3. Don't change the country, click forward.
+ 4. Ubuntu suggest you USA keyboard, click Guess keymap and click Guess..
+ 5. Follow instructions until it detects your keyboard.
+ 6. Click Forward and continue the installation until the end.
+ 
+ Result : The target system is installed with USA keyboard layout.
