My guess is that it's a timing problem: apps assuming the panel was
already loaded when in fact it hasn't been loaded yet, or something like
that. I think that that's the reason why if I log out and log in again
it works fine: libraries were already loaded, so starting up the
environment is faster so the problem doesn't happen. It also explains
why people with faster computers (the ubuntu team, perhaps) haven't
experienced it.
