I repro'd it by installing a -server kernel in a desktop. I also repro'd it with ws6 beta, build 39849 (same one Ben is using).
It looks like the issue is /dev/disk/by-uuid/blah is not showing up, the udev rules didn't change from the -9 initrd to -10 though.
