Actually, in Ubuntu, you need to add the notification applet to the panel (not the notification area). It provides the messaging and the volume icon, that's why gnome-volume-control-applet is disabled (not sure how, though). The bug is in the fact that upgraders are not suggested to add it, but that may be a planned feature.
