This is also true of the Ubuntu default theme; thus, I am marking this as affecting "plymouth" (the source package for plymouth-theme-ubuntu- logo).
When we had usplash, booting was indicated by a progress bar filling from left to right, and shutting down was indicated by emptying from left to right; indeterminate state was indicated by "bouncing". What we have now, on both startup and shutdown, looks like a progress bar going from 0% to 100% and back again.
