Matthijs, Actually, this is called "Applet de notification" in French (Notification applet) and is written by Canonical, which is different from the default "Zone de notification" (Notification zone) which can be removed safely.
However, there is still one issue : Ubuntu doesn't shutdown unless one closes the quickstart applet.
