To work around the problem, I moved the files in /var/lib/dpkg/updates to the side, installed both of the packages plymouth-theme-text and plymouth-theme-ubuntu-text, then moved the previous files back. At this point, everything worked as expected. I suspect that this means that somewhere there is a missing dependency on plymouth-theme-ubuntu-text. It is only recommended by plymouth, but if it is not installed, then it causes other issues.
