Same issue. GDM starts, but you can't see the login screen (presumably because plymouth hides gdm)
Killing '/bin/plymouth quit --retain-splash' shows the gdm login screen. Plymouth's fsck screen never goes past seventy-something percent, even though fsck has quit. I presume that's why it doesn't quit. Undecided: fsck quits fine or crashes. Boot.log contains fsck lines and two startup messages.
